The Americans with Disabilities Act (ADA) prohibits disability-based discrimination in employment, state and local government programs, transportation which serves the public, public places (such as businesses and commercial establishments) and telecommunications (largely telephone services). Title II of the ADA applies to state and local government programs and thus applies to public schools and to many colleges and vocational schools.

The Individuals with Disabilities Education Act (IDEA) is a law ensuring services to children with disabilities throughout the nation. IDEA governs how states and public agencies provide early intervention, special education and related services to more than 6.5 million eligible infants, toddlers, children and youth with disabilities.
Infants and toddlers with disabilities (birth-2) and their families receive early intervention services under IDEA Part C. Children and youth (ages 3-21) receive special education and related services under IDEA Part B.

NICHCY is a national information and referral center that provides information on disabilities and disability-related issues for families, educators, and other professionals. Its special focus is children and youth (birth to age 22). NICHCY provides information via toll free telephone, web site and publications. Subject matter includes, but is not limited to:
- Specific disabilities,
- Early intervention,
- Special education and related services,
- Individualized education programs,
- Family issues,
- Disability organizations,
- Professional associations,
- Education rights, and
- Transition to adult life.
NICHCY has detailed information on their website regarding the Individuals with Disabilities Education Act (IDEA). This site can provide you with information about the new amendments to the act or the act itself, there are training materials and publications, and there are links to help people understand the laws regarding education and disabilities.

Oklahoma Parents Center is a statewide information and training program for parents of children and youth with disabilities. The program helps parents learn about basic rights of children and parents under special education law, Individualized Education Programs, transition from school to work or higher education, and other services available for children with disabilities.
Rehabilitation Act
Section 504 prohibits disability-based discrimination in programs receiving federal financial assistance. Consequently, Section 504 applies to public schools and postsecondary school programs which receive federal dollars.
This law states that no otherwise qualified disabled individual in the United States shall, solely by reason of a disability, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.
Under Section 504, public schools have an obligation to make their programs and facilities accessible to and usable by students, staff and other school participants who have disabilities. Thus a child's need for wheelchair accessible facilities, an assistive technology device or a change in class location might be addressed through Section 504. When a child with a disability does not qualify under IDEA because he/she does not need special education, a Section 504 Plan may be developed for the child to address any needs for accessibility, special equipment or school policy adjustments.
