Makes health insurance available to persons with preexisting medical conditions. To be eligible for high risk pool insurance a person must have applied with and been denied insurance by at least two carriers, or been quoted a premium rate higher than that charged in the High Risk Pool plan. A person can also be eligible if they have been accepted for health insurance but only subject to a permanent exclusion of coverage for a pre-existing condition. Others eligible are those having Federally Defined Eligibility, based on the Health Insurance Portability and Accountability Act of 1996, which provided employees a means of continuing or resuming health coverage when current coverage has ended due to loss of work or other factor.
