The Oklahoma Department of Mental Health and Substance Abuse Services evolves to meet the needs of all Oklahomans. Collaborating with leaders from multiple state agencies, advocacy organizations, consumers and family members, providers, community leaders and elected officials, the way has been paved for meaningful mental health and substance abuse services transformation in Oklahoma. The result is a renewed focus on recovery and consumer needs.
Programs include:
- Oklahoma Prevention Resource Center - Print educational materials and videotapes on mental health, substance abuse and domestic violence. They can be reached at 405-522-3810 Voice.
- Teenline - Takes calls from teenagers from 3 p.m. to midnight, 7 days a week from anywhere in the state. Calls are confidential and any problems can be discussed. The number to Teenline is 800-522-TEEN.
- Reach-Out - 24-hour information and referral line; crisis calls also taken. Call Reach-Out at 800-522-9054.
- Safeline - 24-hour information and referral on domestic violence and sexual assault. Referral to crisis intervention sources, shelters, information on filing victims' protective orders, and legal rights information. Safeline can be reached at 800-522-7233.
- Community Mental Health Services - These centers provide emergency intervention, assessment, counseling, psychosocial rehabilitation, case management, and community support services. For a list of centers by city follow this link, www.odmhsas.org/menthealth.htm
- Substance Abuse Services - Among these programs' offerings are assessment and referral, detoxification, outpatient counseling, residential treatment, substance abuse education, transitional living, and aftercare services. - Inpatient Psychiatric Services - For clients who need inpatient treatment, the Department operates a psychiatric hospital for adults and a facility for children under the age of 18 years. The Inpatient Psychiatric Hospitals are Griffin Memorial Hospital, Norman, OK, 405-321-4880 Voice and TTY; and Oklahoma Youth Center, Norman, OK, 405-364-9004 Voice and TTY.
- Consumer Advocacy Division - This program can provide information and, if necessary, make inquiries and resolve disputes. They focus on issues such as quality of life; access to services; allegations of abuse or neglect; and, allegations of misconduct by caregivers. To contact the Advocacy Division write to P.O. The Oklahoma Mental Health Consumer Council has six major purposes: to establish a statewide network to serve persons with serious mental illness and persons with emotional problems; to bring about a closer association among groups and individuals in an effort to improve the quality of services provided; to provide outreach to the minority community; to identify community needs statewide and develop ways to meet those needs; to assist in establishing consumer groups where needed and improve the effectiveness of existing groups; and to provide a clearinghouse for collection and distribution of mental health related information.

The Bazelon Center for Mental Health Law has been a legal advocate for people with mental disabilities for three decades. Their precedent-setting litigation has outlawed institutional abuse and won protections against arbitrary confinement.
